Advice (conference) is a basic and important principle to run the government matters .Advice means to seek advice from the enlightened lot in state which possesses knowledge and wisdom. Advisory system and conference is very important principle of Islamic politics. The height and glory of political system of Islam is impossible without advisory system. The Prophet Muhammad صلى الله عليه وسلم was in the direct guidance of Allah Almighty, in spite of that He has done many collective matters with the advice of His companions. The Prophet صلى الله عليه وسلم because of His executive and special position was not bound to the collective and majority opinion. This principle is seen in abundance in the period of Prophetصلى الله عليه وسلم and in the period of four Caliphs. We can see in the history the advisory councils and difference of opinion of their era.
